Permitting & agency coordination

Make the path to approval clear.

Relay helps project teams understand approval requirements, coordinate agency interfaces, and connect permit commitments to design, property, utility, and construction milestones.

Keep requirements, owners, and milestones connected.

Permitting can involve many reviewing agencies, technical disciplines, and project decisions. When requirements, responsibilities, or handoffs are unclear, teams can lose time resolving avoidable gaps.

Relay brings structure to the approval process by helping teams:

  • Map approval pathways, submittal requirements, and key agency decisions.
  • Track permits, commitments, owners, dependencies, and target dates in one working view.
  • Coordinate property, environmental, engineering, utility, and construction interfaces.
  • Identify approval risks and schedule impacts early, while there is time to respond.
  • Turn agency discussions and decisions into clear actions and follow-through.

Practical support

A permitting process your team can use.

Relay can help establish or strengthen the day-to-day tools and coordination routines that keep approvals moving, including:

  • A permit and entitlement tracker with clear status, owners, and next actions.
  • An approval schedule linked to design development and overall project milestones.
  • Agency coordination plans, meeting preparation, and decision follow-up.
  • Visibility into dependencies, risks, outstanding information, and recovery actions.
  • Concise reporting that helps project leaders focus on decisions and exceptions.

Relevant experience

Built from experience on a complex rail program.

Relay principal Mike Smith built the permitting and scheduling program for Sound Transit’s West Seattle Link Extension, a 3.9-mile rail project estimated at $4.5 billion. The effort began with approximately 280 permits and brought property, environmental, engineering, permitting, and construction interfaces into a coordinated program schedule.

That work connected regulatory requirements and engineering decisions to program priorities, milestone reporting, schedule risk, and recovery actions.

Clear approval pathways. Visible commitments. Fewer surprises late in the schedule.
